We have lots of categories on the left panel and it is extremely frustrating that every time you click on one of them, the entire panel refreshes and resets to the top. Especially when you are doing a lot of data entry.

What do you mean exactly? You have expanded/minimised category sections and, because the page refreshes, you lose that customisation?
