Give All Users Access To The Gold Standard Menu

Currently, the Gold Standard menu is only visible to Admin users in the global menu. We would like the ability to allow all users to view and access the Gold Standard menu globally, not just during asset creation in an Asset Layout.

I want all of my users to be able to view Gold Standards and Document Quality.

We want to add Gold Standards with examples so our techs can view these standards and know what is expected when entering asset information. Right now it appears only admins and super admins can view these.
