With the user groups that have been rolled out (v2.34.0) I'd suggest when this goes into consideration for users within a certain group to have approval needed and and users in another group to be able to approve. Easier for bulk rights when you get new staff for "first line" users to have their data reviewed by "second line" or above users.

Could have done with this, new guy here has added 3 KBs that are just 2 lines of text...
