Allow admins to restrict adding list items

Currently, it appears that any user is able to add items to a list. It would be nice if this could be restricted.
For example, when adding a ListSelect field to an Asset Layout, underneath the "Allow User To Choose Multiple Options" text, add another checkbox that says "Allow User To Add New Items".
Or maybe it would be better to have a group permission that allows or restricts adding items to lists? That way, only specified groups can add list items.

Even better.... limit add-on or mutation on (certain) asset-layouts!
We do a lot of assets lay-out fillings form back-end systems (where they are managed) and we want only read-only for those!

Agreed. Even the authors can add items to the list. Our staff gets quite confused about that Add New item. Lists can easily get a complete mess.
