Add the ability to add 0.0.0.0/0 as a network for a public catch all

It is not possible to add 0.0.0.0/0 to the networks tab as a public catch all. 
Currently, you have to add two separate networks to achieve this.
0.0.0.0/1
128.0.0.0/1
