Ability to give non admins access to Documentation Tools such as leaderboard, documentation quality, gold standards etc. There is no reason why non admins shouldn't have the option to have this, the permission system is all-or-nothing - admins get a huge number of extra features which could benefit non admins like project managers and team leaders. In my opinion the only features which should be admin-only should be the Setup and Account Administration tools. Admins should also be able to be part of groups. I understand why Super Admins can't, but again - seems to be all-or-nothing
